Taxes-true. I wonder how many servers will be willing to turn their head to the gambling sites and not restrict access? I would think many.....there are soooooo many small town servers, many of them owned by rather rebellious people. Would the government be able to track all servers and whether or not they restrict certain sites? I think an actual ban of being able to access certain internet sites would be against one's constitutional rights. Sure, internet gambling may be made illegal, but viewing information (ie: access to the sites) can not be banned without violating basic constitutional rights-freedom of information. It would be a huge issue, and I think the gov would loose in the end.
