The parameters I cited are the regs. Specific brokers may require more collateral.

Re; MMs , yes they can short usually to accommodate a customer's order to buy. But they take the same risk as any other shorter, if the market goes against them, they have to limit their losses. And remember the average trader at a MM is handling anywhere from 15 to 30 or more stocks depending on the volume of trading. It is not one trader per stock.
