John: If a hurricane devastated a city and was heading towards another city, there is no question in my mind that Federal and Local Govt's can do whatever is necessary to save lives whether or not it is in the best interests of those chasing a buck... The Federal and State constitutions allow for extraordinary use of power in national and state emergencies that have the potential to threaten lives... Y2k could be such an emergency... Jim
