This means that Sun wants to make damn sure the PersonalJava name and logo guarantee application and platform compatibility, and that a structure is in place which doesn't allow Microsoft to make the same fragmentation attempts they've done with the JDK. This doesn't mean PersonalJava will be any less open than the JDK, just that the appropriate framework to ensure this hasn't yet been finalized.
