With the potential of a stronger yen long term, wouldn't it be foolish for the Japanese to convert a weaker yen into dollars for investment into the US?

Seems to me the best policy would be to hold and look for a yen recovery. While the Japanese are upset about the current situation, they have a very strong 'faith?' (for lack of a better word) in their country and will not quickly move their savings to another just as US investors were not prone to invest in Asia in past years.
