I don't know about the chips, but I think the reason DIVI got in with the telco's is because of the whole systems expertise that they can provide. Most of the rollouts with the telcos seem to be wireless, but maybe they have a chance at ADSL(if it ever really gets moving)too.
Gives us something to watch for.

Super VCD standard was supposed to be made "Later This Year" on June 24th. They really set the standard at the beginning of July???????

"General Norms for SVCD" to be promulgated
Later this year, the "General Norms for SVCD" will be promulgated. The norms will serve as standards for China's new generation of digital video and audio products, which will embody the country's own designing concepts and enjoy certain intellectual property right.

China to report SVCD standards to IEC
An agreement has been reached recently by 4 foreign firms and 7 Chinese VCD enterprises and research institutes on the form standards of SVCD. They will jointly report the standards to IEC to apply for a "new work item motion". With the concerted efforts of these famous enterprises both at home and abroad, the agreed standards are likely to be approved by IEC, and will become international standards.
