From what I gather we are dealing with a semantics problem here. The July 7th press release says that J. Timothy signed a preliminary agreement (WHICH IS NOT A CONTRACT), to be honest I'm not so sure what it is. I think at this time it was probably construed to be a contract and because it was not, J. Timothy denied signing one.

I believe the article for "The Independent Newspaper, Wednesday July 29th 1998" was written on July 29, 1998, therefore Minister of Finance Honourable Julius Timothy's deny of agreement with GLOW was made on or before July 29, 1998.

Online version of the above Independent Newspaper must be copied and edited after July 29, 1998. Probably on July 30, or July 31, 1998. The editor added HTML for the GLOW news of July 30 after the news was published. That is why it make all these confusion.

What is more Julius Timothy denied having made agreement before July 29 but not the GLOW news of July 30, Suggesting Timothy made the deny before July 30, 1998.

I believe this is an error from Editor for online version of the Independent Newspaper.
