As part of my due diligence efforts for GLOW, I initially e-mailed a number of entities on the Island of Dominica to request information about the purported GLOW relationship.

Specifically, I initially E-mailed The Independent at 12:56 PM on July 28th to ask them whether they were able to verify the information distributed by GLOW in their July 7th and July 15th press releases. I received no answer to any of these requests for information.

I again e-mailed The Independent yesterday, July 31st at 1:33 PM to ask them to verify the information contained in GLOW's July 30th press release. Likewise, I have not yet received any direct response.

However, the previously cited article appeared sometime between about 3:00 PM, when I last checked their web site yesterday, and today at 1:00 PM. It definitely did not appear prior to noon on Friday, July 31st, since The Independent was still "celebrating" the previously- mentioned marriage of the prisoner and the English lady.

I think that it is safe to assume that no one on the Island of Dominica was aware of the GLOW press releases dated July 7th and July 15th until I brought them to their attention on Wednesday, July 28th. Likewise, I suspect that no one on Dominica was aware of GLOW's July 30th press release until I sent it to them in the early afternoon of July 31st.

As a result, it appears clear that Mr. Julius Timothy, Minister of Finance, Industry and Planning for the Commonwealth of Dominica is responding to the entire series of GLOW press releases, and that he is responding as of Friday afternoon, July 31st.

I strongly suspect that the article in the web version of The Independent is a public response to my private questions.
