Re win'98, many initial win'98 problems were with video drivers -- might be worthwhile to see if yours are the latest.
I say this because once had a problem with Metastock garbling special keys; George's stock response -- update the video -- turned out to be right.
Think that was with win 3.1, which had more of a problem with who gets which piece of memory.
win'98 drivers are written to MS standards [by MS] to avoid this problem and to make them NT 5.0 compatible.
