19 billion were paid for Telebras. There have been other previous telco privatisations in Brazil for another 3 to 5 billion.
These telco multinationals were willing to pay such money for 2 main reasons:

1.- 11 phones per 100 inhabitant (vs. 22 or 27 in Argentina or 31 in Chile). Growth will be a piece of cake.

2.- Prices for telephone calls will not be deregulated, it will be "managed". This is the icing on the cake.

The goverment will probably spend the money in mantaining it's incompetent bureaucracy, subsidizing useless thing or subsidizing projects for powerful groups that don't really need the $.

I hope DGIV gets a piece of this cake.
