Stitch, the article I read cited a Chinese environmentalist who complained that the money spent on the Three Gorges dam should have been spent on improving the river dikes instead.

offhand, w/o following the situation too closely, I'd doubt the rationale judging from the recent show of nationalistic pride. I mean, does PRC really worry about the world's opinion in the TGD project. Besides, the world's opinion is a mixed one. Also, in the past, like the Tan Shan earthquake, the PRC actually understated the severity.

In the end, I'd agree with Greg's that such damage is actually negative to the TGD.
