I'm not the one who posed the question. But in terms of quantity and quality, he would be in strong contention to take the cake. The Feb. 12 WSJ had a quite numerous listing of Clinton scandals.

#1 Health Care Reform where he tried to get around disclosure laws by claiming the chairman of the commission (his wife) was not a government employee. How arrogant that they think they should impose such a corrupt system on the economy? Now they spend almost everyday villifying the HMO model which they had tried to impose on everyone.

#2 Campaign Fundraising

#3 Whitewater

#4 Travel office - he could've avoided this mess by just honestly saying he wanted to get in a new contractor for the travel office (which he has the right). instead, he goes through underhanded means.

#5 FBI and IRS files

#6 Transfer of missile technology to China - this one also involves at least one Republican congressman.

#7 Tax on Tobacco Products --- this should be a scandal
Where this was supposed to prevent underage smoking and help pay for child healthcare, it does none of the kind. The federal government and local authorities have been taxing tobacco for decades, where did the money go? If this issue was treated fairly, they would apply the receipts from the tax to offset the cost of covering lung cancer in everyone's medical insurance policy. Yet the governments have not proposed this. Instead the governments have proposed all kinds of spendthrift programs to attempt to buy votes.
