It's difficult to be on the offensive when you're in a position of defense. They also have to be careful since they may not have decided yet whether Clinton is to admit to purjury and sex. If they use the scorched earth policy just before an admission of guilt, it will only make things worse. They have to keep their options open at this point.

George Stephanopoulos made it a point to state several times that Starr was out of control. That was used as a mantra to justify Clinton's lies. Clinton was wrong but so is Starr, you see? JLA
