If Truman had run in '52 and served until Jan. '57, his total years
as president would have been almost 12, which exceeds the
10-year limit imposed by the 22nd Amendment, which became
law in '51. But the Amendment was worded to exclude Truman
from its limitations, making him eligible to run again in '52.
