Healthcare Executive to Lead Next Generation of Decision Sciences; Arnold N. Burstein
Appointed President of QuestOne's Healthcare Division

WALL TOWNSHIP, N.J., Aug. 3 /PRNewswire/ -- QuestOne Decision Sciences Corporation, developer of a proprietary decision science management
technology that is already generating millions of dollars in new product development gains for Fortune 100 companies, announced the appointment of Arnold
N. Burstein as President of its Healthcare Division.

''Past management systems are outdated, ineffective and just don't work anymore,'' said President Keith Krentz of QuestOne. ''Our decision science
technology is the future of business. We are delighted to have Arnold joining us.''

With more than twenty-five years of successful experience in healthcare marketing, business development and manufacturing operations, Mr. Burstein will
assume overall marketing and management responsibilities for the healthcare division of QuestOne.

Before joining QuestOne, Mr. Burstein was President of E.A.B. Industries, a healthcare industry consulting firm concentrating on strategic market development.
Previously Mr. Burstein spent twenty years with Schering-Plough and held key executive positions, including Vice President of Marketing for New Products,
and Vice President of Business Planning, where he earned a reputation as a strategic innovator in product launches and new business development. While at
Schering, Mr. Burstein designed and instituted a profitable contract manufacturing business unit.

A resident of New Jersey for 20 years, Mr. Burstein is a frequent lecturer and writer on pharmaceutical management issues, and has taught at Fairleigh
Dickinson University as an adjunct professor in their graduate pharmaceutical marketing program. Mr. Burstein resides in Wall Township, N.J.

QuestOne utilizes a proprietary technology that identifies the constraints in a company's system -- the ''rust in the pipeline'' -- and deploys solutions that
maximize resource potential, shorten the product development cycle and get products to market faster. Developed by two enterprise research professors at
Lehigh University's Iacocca Institute, QuestOne is the next generation of decision sciences with far-reaching applications.

QuestOne has the backing of one of the most prestigious venture capital corporations in the industry, Safeguard Scientifics, Inc. (NYSE: SFE - news). Based
in Wayne, Pennsylvania, Safeguard is an unmatched partnership of entrepreneurial companies focused on information technology. Safeguard has a proven track
record of bringing emerging companies to market through rights offerings to Safeguard shareholders. Past Safeguard rights offerings include Novell, Inc.,
