Paper,

Perhaps I can answer that for you. The IBM announcement today was not for a chipset as such but more for a new process technology. This process is called SOI (Silicon on Insulator). It allows a chip to run faster by removing parasitic capacitance's from the circuit. It is the equivalent of removing one plate from a parallel plate capacitor, so instead of SOC (Silicon on Conductor) you have SOI.

I do not think it is of any particluar significance to WIND since it is just another way to get a chip to run faster. The same could be achieved by reducing the transistor gate length, using a low K dielectric or by using copper interconects technology.
