At least it was more creative than the "Florida contract" which was not a contract at all but simply the right to bid on contracts. If Florida is like Michigan, the news release essentially means ZITL hasn't been convicted of any felonies (at least not in FL:), they have disclosed family or business ties to state officials and they have filled out the appropriate vendor forms.

I don't think too many people fell for it. Just enough hype to allow a few 100000 shares more to be dumped. The true believers already own the stock, but no one else is buying.
