It's not surprising that Alcatel would be the noted example of the ATM variant. They were highly favored, and in fact won the BOC RFP a while back, probably based in large part with their ability to comply with some of the terms in the bid (which, I would assume, specified the ATM capabilities). And, on their participation in the Full Services Access Network Group (FSAN Gx), an international consortium of network operators and vendors which is predicated on Layer 2 ATM cell switched delivery to the customer.

Of course, they support IP as well, but as a passenger (along with many other protocols), and not as the primary transport vehicle. Thanks for that fine piece of reporting and corroboration.
