"Q has stated emphatically that it will not license 2 standards."

Dave,
Just to pick a nit, this is not quite Qualcomm's position as I understand it. Qualcomm has said that it will license its IPR for ETSI's W-CDMA if backwards compatibility with cdmaOne and other IS-41 network-based standards is provided for, but at the same time it expects also to sell licenses for its own cdma2000. They will be two separate standards, operating in different frequency bands.
