Marketing aids and $. There are many informational support items that go along with a processor that the company is still developing. No one wants to actually design anything with the chip, they want to copy an example design and make changes (engineers are lazy). Similarly, 1/2 the designs don't use or make their own RTOS and the other 1/2 use a commercial RTOS. Having a commercial RTOS potentially opens up the other 1/2 of the market. The company is clearly focusing on Java and not generalized applications. Having marketing $ to spend would attract design wins. Benedict Arnold
