Not really. Actually I think they have relaxed the trading curbs. Trading curbs are primarily to inhibit program trades from encouraging the fall and in extreme drops (I think 500 points) halt trading so everyone has time to regain control of themselves. However, a falling market does not need the help of program trades to find new lows.

Can someone who knows more about this topic please speak up?
