HiTech,
The 30% level is the "green zone" - oversold area of the sector.
The 70% is the "red zone" - overbought area of the sector.

When a sector sells off to below the 30% level and then reverses up, we call that Bull Alert. This is the best place to enter a sector as it usually has a nice ride back up to 70%. We rank the short and long term indicators the same way. With stocks, we have trading bands.

Buy Tom's book for a clear explanation of P&F. He does have examples. You can find at his site dorseywright.com or at Amazon.com Point and Figure Charting by Tom Dorsey.
Others also recommend Mike Burkes book too.

HiTech,

I own, and also highly recommend, Point and Figure Charting - The Complete Guide by Carroll D. Aby, Jr. It is very readable and packed with detailed analysis of real charts and their patterns. It conforms to the Chartcraft charting techniques. Dr. Aby covers all the basics and also has sections expanding on the traditional p&f technique with some new and updated concepts. He cites extensively from the works of Cohen, Burke and Blumenthal.
