Of all of your 5 options I don't think you had the situation right in any of them... so here is 6 (the most likely)

6. The drilling program thus far has been a bust! As a result they have decided to not just "waste" the rest of their money drilling blindly, and instead are *trying* to figure out better places to drill and spend their money. (hopefully it works - I like this approach because once that money is gone, it is hard to raise more!) My guess for Phase 2 is that it won't happen UNLESS they get results worth following up on in Phase 1 (ie. if we are all happy because of a nice high share price resulting from great drill results, then there will be a phase 2... so do we really care about phase 2? ... nope! Not unless you want to hold this puppy 'til the bitter end)

As far as the swift fall in the share price from the .90's to .50's... well, you can bet that some people knew that this news was coming and that is why it happened!
