"Who are these verses addressing, that God wants to make a new covenant with? ...." Those with the faith of Abraham. He offers it to all, but only those who have faith receive it. The reason for the long explanation is because I perceived that you were confusing the old covenant promises with the new. No one could receive the promises of the nc before Jesus completed his work of salvation. Even John the Baptist could not enter into the Kingdom of God through the New and Living Way beause it was not yet available. The faith of Abraham under the oc did not save men in the same way that the nc saves men. Before Christ, they only had the hope. After Christ they have the reality--Born Again and baptized in the Holy Spirit. The nature and righteouness of God given to man. This is why we can now come boldly to the throne of grace. Emile
