I think Allan Greenspan felt that by stirring fear into investors about inflation and the need to raise interest rates he avoids having to take the responsibility to do so by manipulating investors and traders to sell off securities. This also generate hugh revenues for the IRS and you may think of it almost as a conspiracy to raise money for the government without having to raise interest rates.
