Ongoing scandal investigations:

Campaign Finance
Travel Office Firings
FBI Files
Tyson Foods - M. Espy
Indian casino licenses - B. Babbitt
Health Care Task Force
Ron Brown trade missions and political influence
Whitewater and Madison Guaranty

Most of these also have investigations into obstruction of justice (subpoena of documents met with stonewalling and loss of documents) and witness tampering (patronage jobs to second parties in exchange for silence).

Clinton refuses to accept budget bill and forces shutdown. Democrat Congresses have done this in the past. They would send up poison pill budgets with pork-barrel spending and social iniatives that Reagan would veto in order to force him to sign or shutdown the government. There will likely be another faceoff on this issue in two months. Again, Clinton is balking at signing off on the budget because he objects to having some of his idiot pet projects, like Americorps, cut.

As for nationalized health care, the country seems to be moving in that direction regardless of whichever party is in power. In the guise of cutting healthcare spending, they keep codifying laws that require more costs be shifted to the private sector. Examples of these are community rating laws, laws that stipulate that service providers have to charge more to private payors for the same service,
and price caps on services and products that have no basis in reality.
