It's primarily emotional makeup and family support that determines success moreso than just technical aptitude. Asian-americans rank at the top in the U.S. in terms of per capita income despite being minorities because their families stay together and they stress education in skilled professions. Throwing money at people regardless of merits and motivations is just squandering resources. I prefer not to pay people to drink beer, to play the state lottery, or to get high on drugs.

Be careful about buying into the reduced crime hoopla. They've caught a number of local police departments, including some in New York City, with cooking the statistics. One of their methods was to record some incidents of violent crime as burglaries and other non-violent crimes.

I think Darrell is suggesting a type of democracy where only the most intelligent people are able to vote. In this way, the less intelligent masses would not impose a "wrong" government on the rest of the country. :-)

"with their feeble intelligence".......that shows a lot of respect for your fellow man........Does it make you feel better to have people to pity and feel sorry for?.....The cycle of dependence has to be broken for any reasonable chance for success....promoting single parent homes and midnight basketball may be your idea of a ticket out of poverty...but it is only a blueprint for compounding failure..
