Good suggestion. This is exactly what I believe is fair.

MM's should not be required to tip their hand by posting actual need. Allowing them to refresh is reasonable.

On the other hand allowing them to "clog up" the system for 17 secs (which seems like forever in a fast moving stock) and then walk away is not acceptable.

Eric, I though they were allowed to reject fills for 90 sec's. I guess what's happening is my order is out there for ninety seconds as they hit one or few orders every 17 seconds until he decides it's going the other way and no longer fills. Then my order is timed out.
