Firstly FICA could probably drop to about 10% or lower if entitlements were lowered. I'm guessing here, so no flames over precise figures please. :-)

I guess it depends on your point of view.
If social security is a safety net to provide for the most economically needy, than lets keep it as small as possible. Seems to make sense.
If on the other hand it is a mandatory government administrated store of the nations assets, then I agree with you that a 1.8% return is terrible and anyway, what is government doing hoarding people's money like this?
