A cash deal was a prerequisite for the purchase. Remember why our Korean friends were selling in the first place, they needed cash, not stock certificates. The structure of this transaction reflects the needs of the seller and was not a statement by the buyer regarding the current stock valuation.

I do expect a token buy back announcement if the price falls much more, but at this point it will do no good. They need volume to fill that fab and until that happens no one will jump on this train for long

It is my understanding that LSI has a line of credit in Japan which is largely unused. The interest rate on this line is probably around 2% This facility could be used to finance a stock buyback program. Domestic credit lines could be used to finance purchase of Symbios.
The last thing in the world the parent of Symbios wanted was stock in
any company. Symbios's parent, a Korean chaebol, was/is in dire need of cash.
