The "scandal", David, is that Ken Starr and his partisan supporters would rather make Clinton squirm and the country look foolish than simply admit that the whole $40 million plus investigation is about whether Clinton got laid. Who cares? Do you?

Congress can't get its act together enough to handle some really pressing business - the IMF bailout comes to mind - but they're all ears as to whether to initiate impeachment proceedings on the basis of a supposedly semen-stained dress.

No, foreign investors won't pull out because of the "administration scandal", they'll pull out because American politicians have once again proved themselves to be pruriently minded scolds incapable of addressing the real concerns of the world's most powerful legislative body.
