Friday, I saw the last 2/3 of a C-SPAN presentation in which Sen. Bennett
and his Y2K Committee saw testimony from the Telecommunications Industry. I
only saw the last two panel, however, here is a summary:

Senator Bennett was concerned that the Telcos (along with other businesses)
are painting "too rosy" a picture, with respect to their company's Y2K
readiness and overall compliance. He contends that this "rosy" picture is
being painted due to the fear of possible legal reprisals against said
companies.

FCC Defense Commissioner Michael Powell stated that the FCC will continue
to step up its commitment to ensure that the national and then
international telecommunications infrastructure is intact. He relayed that
his office has had numerous meetings with the Telco companies and the Dept
of Defense to ensure that the national infrastructure goals and needs are
met. Additionally, he stated that they have also had meetings between the
FCC, the Telcos and the large end users (FedEx, UPS and Sears) to ensure
that they would not suffer any loss of service.

All of the panelists, that I saw, were in favor of a rapid approval for the
"Y2K Information Disclosure Act". Which apparently, Sen. Bennett is
revising now and will attempt to get it passed into law during this session
of Congress. (This act should apply to all businesses and will hopefully
greatly assist us in assessing Y2K compliance of our external vendors).

John, au contraire, I would think that John welcomes GAO's input, as it makes it easier for him to press his points within the Administration. It's been a thankless job.
