Interesting article I just received.

FCC asked to rule on Internet telephony

BellSouth has asked the US District Court for the Western District
of North Carolina to refer to the Federal Communications
Commission a case that seeks to clarify the definition of Internet
calls. "Our position is that calls made to an Internet Service
Provider are interstate," said J. Billie Ray Jr., BellSouth's
President for North Carolina operations. Ray said the company
(BLS) is asking the FCC to clarify the issue "to head off what he
called "inappropriate and large subsidies from local telephone
companies."
