"I would expect that the progress they are making on building out the hub sites and getting roof rights negotiated will have an impact on their on-net numbers."

But why the lag compared to NY? They had to get roof rights and build hubs sites there, too. They should have had a running start in the markets following NY, where they started cold. Also seems they should be gaining experience from NY.

Your second point touched on the only excuse I can think of, that is they're purposly slowing up deployment waiting on the PMP technology, although they've never indicated anything of this sort.

Hi Paul and others:

My 2 cents on the CC: timely P-MP deployment will be
really needed for WCII to hit several of its targets in
the next 18 months. The roof rights target for 99 is
very challenging (doubling from 4K in late 98 to 8K
in late 99).

Concerning the P-MP vendor announcement 2 weeks from
now, since WCII has already agreements with NT and
PCMS/Siemens, the only remaining possibilities are
LU or Bosch Telecom. LU may be eager to score some successes
in this market (the $25M deal with ARTT was extremely
agrressive, given ARTT's financial condition).

Otherwise, WCII is doing fine. If we can find a way of
going through the next 9 to 12 months without major
bad news, we will be in outstanding shape.

Best regards,

Bernard Levy
