Well, who says that one should not enact laws? The point is that you need to achieve all-round progress before you move forward in the realm of civil laws. It's not as easy as -- "Let's do this and the country will become united". As to who decides what the problems are and which ones to tackle first, the people and their representatives should be well aware of them. If not, start a nationwide debate about that. Those who are trumpeting the case for a Uniform Civil Code are doing it more with the intention of diverting the people's attention from the really pressing problems because they have no clue about how to solve the latter. It's kind of like asking you to get worked up about the mosquito that is stinging you when, at the same time, a crocodile is about to devour you.

Only the BJP can do it but it will be perceived as anti-muslim if they do it. The UCC will not solve all the problems but it levels the playing field. It doesn't impact the muslims only. It impacts everybody, mostly in the areas of inheritance and marriage. BTW is this an appropriate forum to talk about this?
