the decade of the 90's is a popularism and people include 1990. My answer was just what the technical start of the millenium will be. Trust me I will be there partying like it was 1999 with everyone else when they celebrate the new millenium a year to soon.

did that decade start on Jan 1, 1991?

Yes, because technically there is no year '0'. so the first decade is jan, 1,0001 through dec 31,0010. and therefore this decade is jan 1,1991 through dec 31, 2000 and therefore the next decade, century , millenium starts jan 1,2001. Although I'm not sure that a monolith will be discovered buried on the moon<gg>
