Just tried NetLightning. It seems easier to work with. It will back up your registry for you. And it is freeware, and it has some feature having to do with host files that should also speed things up, but I haven't read this yet.

I have used Win98 Beta 3 for 2-3 months on 2 IBM ThinkPads (701-C and 765D), 2 older ASUS pentium motherboards, a 4-year old Intel (brand) Pentium motherboard and an Intel (brand) Pentium-Pro motherboard. It's incredibly reliable and stable.

Don't be afraid to use your certificate. It installs on top of WIN 95 in a breeze without any glitches. At least this has been my experience.
