Could both Winstar and Nextel/Nextlink/McCaw benefit from a stategic venture?

Newly formed Internext, a joint venture between Nextel, Nextlink, and C. McCaw recently announced a $700 million investment with Level 3 to provide a fiber-optic backbone.

IMHO this reveals McCaw's plan to build a state of the art telecom network, rather than selling or merging with a Worldcom or others. Nextel is now offering long distance landline service, and of course Nextlink is a CLEC. One piece missing at this point is a plan for LMDS. Last month during Nextel's conference call they announced their intent to open two "test" LMDS markets, other than that they haven't said boo about their plans with recently acquired spectrum.

Rather than building their own LMDS network and competing with Winstar, does it make sense to form a strategic alliance? Comments?
