Intel has an SRAM design team that designs new SRAMS on new processes and uses these SRAMs to debug and tune-up the new processes.

Sometimes the SRAMs do not always use all the available metal layers.

And except for recent Pentium Pro's and Xeons, the SRAMS may not even be sold as products.

When developing a new 0.18 or 0.13 micron process, an existing chip's logic may be used, but it must be totally re-laid out to make use of the smaller feature sizes and extra metal layers - in effect, making it a "brand new chip".
