Steve, You're right on the money, and don't need me telling you so.
Were U.S. forces to be in genuine need of facilities, for whatever period of time, they would choose Subic; especially for the existence of Cubi Pt.

Back to the original issue, I can recall how, years ago, SE Mindanao would always capture my attention. Just a glimpse of an area hydrographic shows how strategically important it is. Current distractions in Indonesia should dictate Manila make a pointed and purposeful security effort there.

You were in the area when the commercial boom started for Gen San, Steve. And it appears that enterprise has continued to flourish. Being hit hard by the El Nino seems not to have deterred them. Of course, guess who once attempted to get his arms in Celebes seafood up to the elbows? Why certainly, Suharto (and family). I hope Estrada and Co. can see the government as having made a commitment there in the Davao Region.

"...entire plan would depend on "management efficiency" in "local government units"."

How conveniently unassailable for the planners.

"...holding training seminars on financial management for local leaders!"

Meat to the slaughter, indeed. How typical.
