Jay, I got in at 10 7/16. Actel is definitely third behind Altera and Xilinx in sales of FPGA's with large numbers of gates; however Lattice is third in total sales if you include PLD's.

Sales for last 12 months:

Altera 637MM
Xilinx 604MM
Lattice 232MM
Actel 151MM

Actel has historically reported earnings of about 40 to 50 % of that of Altera and Xilinx and traded at about 30 to 40 % of the stock price of Altera and Xilinx. So when Actel gets close to 25% of the stock value of Altera and Xilinx it's a good time to buy.

Actel at 11 5/8 is currently selling at 28% of Altera (42 3/16)
Actel at 11 5/8 is currently selling at 27% of Xilinx (43 5/16)

Concerning Atmel, I believe that programmable logic is still a small part of their overall sales but they do seem to be making progress in that area. Here are a couple links to information on Atmel's programmable logic chips.
