I hope you are not suggesting that CREAF is deliberately keeping its share price down until the buy back. Not only would that be unethical but illegal as hell and would result in the mother of all shareholder lawsuits.

I am sure that they have no such policy, and would love for it to get a fair treatment right now, even if that meant buying at a higher level. When they announced the buy back, the stock was in the twenties and I believe they would still consider that a good investment. If they only had the authorization in place, this stock would never have dropped this low.
