I was in the bay area during that earthquake and that is the number I heard from the paper. 160 mil is number of inbound calls(for the day), not phone lines. The dial tone werent coming because of overloading of switches on that day and I distinctly remember that. one could get a dial tone after 60 secs of constant trying.
