Yes. Everything I have read and all that I have talked with regarding MSQ and other Siberian properties seem to feel that while there is tremendous opportunity there, one does have to keep one's back to the wall.

How well it will work is anybody's guess, but Mosquito's answer to the lawlessness is to JV the locals and government right into each property, which is a Cypress Company (for tax purposes) in which both Russian and Foreign Investor interests own half.

It should also be noted that while the Russian Mafia (Moscow, St. Petersberg) is very real, it doesn't have so much influence 6 time zones and a quarter of a planet away (Vladivostok).
