I've seen this news release already, of course, and my impression then as now is that it is unclear.

The exim bank makes loans and guarantees.

The news release does not clearly state that a loan has been approved, much less exactly what sort of loan. It says the co. received a letter. They aren't even consistent in what they call the letter: one place a 'letter of interest', another a 'letter of intent'. I don't know what they mean exactly, but it surely doesn't state: 'we closed a financing deal and here are the details'.

Whether the wording is unclear because it is badly written or because it is purposefully misleading, this is hard to say.

Boy Gerald, I really appreciate being called a windbag. Of course if you consider my scottish heritage it might be appropriate.

Of course, I have never been accused of being silly. At least not since grade school.

As far as the article is concerned, I find it amusing that the press release tries to make a "Letter of Intent" sound like a "Letter of Credit". Intent is only good in court rooms when deciding on Manslaughter and Murder. I can send you all the letter I want saying that I intend to buy this or that from you. But if the bank says sorry charlie, no dice, well you get the idea.

For a transit company that is supposed to be the size the article claims, I am surprised that the Swedish supported Brittish based Russian fund doesn't have it listed in their portfolio.
