I respectfully completely disagree with your evaluation of CIOs. They tend to be a very conservative lot and are very reluctant to change to the latest. Techies with any power in the org tend to be the same, as they protect the technology that they already know and have suffered through. Both look for reasons not to change. That is why MSFT is under a constant barrage of criticism about reliability, security, and scalability--the establishment wants (and needs) to hear this stuff and MSFT needs to fix it.
