My assessment is that the RBOC's will not be in a hurry to accommodate Cable unless they get a share of the pie on their terms. WCOM and TCI is the kind of match that is likely to permeate the Industry. When that happens, BroadBand should take off.

I didn't think this was so much about accomodating cable as co-locating independents at fees that reward the cost of upgrades.

I think cable is the competitive force driving the copper players to action.
