DEC is an inbred NIH coterie of bureaucrats
While that may be true, it has also been a haven for some really first-class technologists, who have been able to keep working on advanced technology by a compliant management. Lots of the work output was not particularly useful to customers but CPQ, which is much more market focused, will probably be able to harvest a lot of good work out of that technology base.

WBC, with Palmer gone, I think CPQ will reorganize DEC and make major changes in their mode of doing business and operating procedures. Besides, after the layoffs, there will be fewer DEC people around to promote the old culture.
