National debt is a rather tricky subject. To extend your comparison,
let't consider the US's national debt:
~4,000,000,000,000 (4 trillion dollars) (actually closer to 5 IIRC)
and divide by the US population:
~260,000,000
Which gives:
$15,384 per person.

But the US is not trying to augment its income in order to pay off its debts...

The question is, like in consumer credit, is the country going to pay? Kenya has a relatively short history which is very rocky and presumably its bonds are forced to carry a higher rate of interest than a more established country or a superpower. I am not familiar with Dominica, but I don't actually imagine that they're hurting to make interest payments on their bonds...
