The brokerage house would normally charge the shorts, but in this case, with a BB stock which individual investors do not short, I'd guess that the so-called MM's have not shorted against borrowed stock and, therefore, do not pay a dividend because there's no one on the receiving end, one of the advantages of naked shorts. (And did you know that there can be more shares short than there are shares outstanding? And that's so with Nasdaq issues also.)
